S&T Personnel Demonstration Project (Lab Demo)

ECBC implemented a personnel demonstration (demo) project on February 13, 2011.  The demo project waives or amends specific provisions of statute or regulation in order to test and implement innovative personnel practices.  Although the demo changes certain aspects of the personnel system, many features remain the same, such as protections specified under the merit system principles (e.g., selection based on merit factors), the prohibited personnel practices and veteran’s preference.  Laws and regulations governing leave, health and life insurance and retirement benefits are also unaffected by the demo.  At this time, only non-bargaining unit positions (not covered by a union agreement) are included in the demo.  In addition, some specific categories of employees are excluded and these are Federal Wage System employees, temporary employees, Department of the Army (DA) interns and other personnel not directly employed by ECBC, Defense Civilian Intelligence Personnel System (DCIPS), Senior Scientists (ST) and Senior Executive Service (SES).
