Military Improved Response

Photo: Mask Fitting TestThe Military Improved Response Program (MIRP) integrates core civilian and military response capabilities and involves representatives from the broad response community, such as fire, hazardous materials, law enforcement and security, base operations, disaster management, emergency medical services, public health and civilian communities surrounding partnering installations. Specifically, MIRP offers functional workshops that address critical responses to chemical/biological (CB) incidents. While heading the Domestic Preparedness Program's Improved Response component, ECBC staff conducted scientific research, workshops and technical investigations designed to boost the effectiveness of first responders in many aspects of WMD response, including:

  • Mass casualty decontamination
  • Chemical detection
  • Firefighter clothing protection against chemical agents
  • Positive pressure ventilation as a mitigation tool
  • Personal protective equipment for law enforcement and emergency medical personnel
  • A generic medical response template to handle the massive number of chemical casualties
  • A generic response template for an incident involving biological weapons

Today, ECBC emergency preparedness specialists focus energies on adapting this core knowledge to responder needs at key military bases and other special Federal facilities. The resulting Military Improved Response Program helps military installations raise their security and readiness profiles, especially regarding best practices relating to chemical, nuclear and biological attacks. The objectives of these workshops are to:

  • Identify, assess and prioritize areas with potential for improvement
  • Develop, test and evaluate response improvement concepts
  • Place emphasis on first responder protection
  • Place emphasis on first responder detection capability
  • Place emphasis on mass casualty decontamination
  • Consider crime scene preservation
  • Consider fatality management
  • Enhance cooperation between military and civilian communities and the overlapping response
